Controls inventory — per-control owner attestation
Each control in the inventory now requires a named owner attestation on quarterly cadence. Stale attestations surface in the dashboard with an SLA timer. Designed for SOC 2 Type II evidence preparation.

Divergence rules now accept per-market threshold calibrations, not just per-provider-pair. Reduces false positives in low-liquidity prediction markets by ~38% in pilot data.
